League A
Group 1: Austria (promoted from League B), Croatia, Denmark and France
Group 2: Czech Republic (promoted from League B), Portugal, Spain and Switzerland
Group 3: England, Germany, Hungary (promoted from League B) and Italy
Group 4: Belgium, Netherlands, Poland and Wales (promoted from League B) 

League B
Group 1: Armenia (promoted from League C), Ireland, Scotland and Ukraine
Group 2: Albania (promoted from League C), Iceland, Israel and Russia*
*Since the first games are in June, Russia's participation is in question (just say no, UEFA, please and thank you, or at least have them compete as the RFU and with no streaming coverage)
Group 3: Bosnia/Herzegovina, Finland, Montenegro (promoted from League C) and Romania
Group 4: Norway, Serbia, Slovenia (promoted from League C) and Sweden

League C
Group 1: Faroe Islands (promoted from League D), Lithuania, Luxembourg and Turkey
